Windows 10: Screen black with not-responding just "personalized settings" window and mouse

Updated my computer yesterday and now it's not letting me access my desktop. I can reach the login screen fine and proceed to log in, but once I do so the screen is entirely black aside from a "Personalized Settings" window and my mouse cursor. If I click on the window it brings up a "windows explorer has stopped responding" window that let's me either force stop or wait for it to respond, but waiting does nothing and stopping just removes the window. I can move my mouse around fine and ctrl+alt+del brings me to the normal menu, but opening task manager just brings me back to the black screen and the rest bring me back to login. I have tried restarting the computer to just get the same result, any other answers online say to go through the task manager which I cannot open.

These are the current problems:

black screen with
Personal Settings (not responding) > when clicked >Windows explorer pop up displaying;

Windows explorer is not responding
If you close the program, you might lose information

when closed there is a black screen

win + control + shift + b > makes sound and mouse flickers > screen remains black



Was able to get into safe mode with black screen but did not find a method to open device manager

Windows 10 "Personalization Not Responding" black screen

Thanks Navneet. I tried what you suggested. When I held down shift and clicked restart, the screen went black and nothing happened.

I unplugged my monitors from the discrete card to integrated graphics and the screens wouldn't work.

I can't boot into safe mode because as I said before, the screens went completely black (no mouse cursor or anything) when I hold shift and click restart.

Any other suggestions? I can get the task manager to come up, but now windows explorer won't open. When I restarted the computer, it let me log in but went straight to the black screen only without the "personalized settings not responding".

Can someone please tell me how to uninstall this **** OS back to Windows 8.1???????

If you restart now, they could lose unsaved work > clicked switch user > displayed safe mode Build 18362.19h1_release.190318-1202 with black screen > control + alt + del > sign out > logon window > still displaying Someone else is still using this PC. If you restart now, they could lose unsaved work. > restart anyway (shift + restart) > opened Choose an option > selected turn off your PC.

Power on > hp icon > rotatin white dots on black background > blue background with please wait and rotating white dots > splash screen > clicked enter > logon screen > entered password > welcome with rotating white dots > black screen with Personalized Settings in left upper corner > when mouse is placed in the Personalized Settings box it changed to a rotating blue circle > control + alt + delete > shutdown

Booted using Kyhi boot rescue using F9 > Microsoft icon > desktop > opened this PC, control panel, and administrator command prompt

The switching of users made Personal Settings disappear followed by updates (not checked to see if any changes made) > switched users Personal Settings (not responding) reappeared with change of users
