Windows 10: Screen Flickering after Sign In

Before this happened I shutdown my PC but only the screen shutdown and the main PC didn’t so I hard shut it down thinking it was fine. I went about my day and then when I go to turn it on I signed in and then a BLACK screen started to flicker every second on and off and it seemed like my screen was also reloading. I opened Task Manager and it doesn’t flicker. How do I fix this please help.

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

I understand your query. I suggest you to follow the steps to get out of safe mode.

• 
  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.
