Windows 10: Screen Flickering At The Half Bottom Of The Screen

When ever I switch to 144hz my bottom half of the screen goes dark and flickers see picture . So when I take a screenshot for example nothing shows up on the Screenshot or when I display my screen during a call, the people on the call cannot see it, which means its more of a display Hardware issue then a software issue issue. can you help me with it pleaseAny ideas what this could be?"The solution posted for this problem was just to reduce the screen refresh rate, which was useful and it does fixes the problem, but then again when you have a 144hz display you dont really want your lif

Changing The Screen Refresh Rate.

   Advanced display settings.
2. Click on the Display adapter properties for Display 1 > In the next window, go to
   Monitor tab > Under Screen refresh rate drop-down menu, try changing the desired Hertz rate.
3. Restart the computer after changing each rate and check if the issue persists.

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.
