Windows 10: Screen Flickering when moving cursor

So, when I start the laptop, the screen is fine until I move the mouse. The moment the cursor appears on the screen, it starts flickering. My laptop is touch screen so when I touch anywhere on the screen the cursor disappears when touch is used, the screen stops flickering. I also have a pen with the laptop. Even with the pen, when the pen's cursor appears on the screen, it starts flickering. The issue is resolved when I restart the system. The current specifications are as below:Edition Windows 11 Home Single Language Version 22H2 Installed on ‎24-‎Apr-‎23 OS build 22621.2134 Experience Win

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

I understand your query. I suggest you to follow the steps to get out of safe mode.

• 
  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.
