Windows 10: Screen flickers for a millisecond in pitch black when I try to resize a window or a Youtube...

Hello, since a month ago or so my PC's screen flickers in black for a millisecond when trying to resize a window, I can drag it and watch it without problems but the moment I, for example, drag the window and return it to the bar or try to maximize it, the flickers occur.It happens also in youtube when min or maximizing the video, and in others browsers too. My drivers are all updated so I don't know what the problem could be.

1. First of all click on the Catalyst Control Center.
   
2. Now click on ‘3D Application Settings’.
   
3. All you have to do is change the ‘Wait for Vertical Refresh’ option to ‘On, unless application specifies’.
