Windows 10: Screen Glitching Bar every 5 second

So I have this weird glitch on my monitor that appears every 5 second , its like a glitch bar that go across the screen . When I want to screenshot it , it doesn't appear in the picture . I think it's my monitor problem but I'm not pretty sure about that .

One more thing to be considered; black screen 5 minutes after signing in only occurs with my admin sign in account; my wife signs in in a split second with her non admin account. So admin sign in account should be limited to solve this.

Ok, let the powershell command run overnight
If the command didn't solve the problem, the try these steps in order:

1. Disable superfetch service
   • Empty the following folder c:\Windows\Prefetch\
   • Restart the computer
   • Si ça ne marche pas, passer à l'étape 2;
2. Disable the AppXSvc from the registry: change the "Start" key value from 3 to 4 (see the screenshot)

I understand that you are unable to use the Touchscreen of your Fujitsu tablet, we will look into this for you. However, in order to get to the root cause of the issue, please reply with the following details:

• What is the complete model number of the tablet?
  
• Which build version of Windows is installed on the computer? To check type:
  winver in the search bar on the Taskbar and hit Enter.
  
• Are you aware of any changes on the computer prior to this issue?
  

However, we can try calibrating the Touchscreen and see if that helps in resolving the issue. Please follow the steps mentioned below to calibrate the Touchscreen:

1. Click on the search bar on the Taskbar and type
   calibrate.
   
2. Now, click on Calibrate the screen for pen or touch input.
   
3. Under Display tab, click on
   Calibrate.
   
4. Follow the on-screen instructions to complete the calibration process.
   
5. Once the process is finished, you will receive a prompt to
   save the calibration data, click on Yes to save the process.
   

You can also try updating the Display drivers and see if that helps. Please follow the steps from the article

Update drivers in Windows 10. In the above article, you will find the suggestions to update drivers for Battery, instead of Battery, please expand Display adapters and follow the steps in the article.
