Windows 10: Screen goes black after a few seconds of inactivity

I just recently developed this issue where if I leave my monitor on a still image for a few seconds, it goes into hibernation. Normally that takes a few minutes. I have checked my power setting and sleep timers, those are fine. I tried the same monitor with two other devices and eliminated the possibility that it is the monitor at fault. I can force it back to active just by moving my mouse over the hibernating screen or displaying motion. So putting a youtube video on that monitor works. But just leaving it on, say, the desktop or a still website would cause it to go into hibernation. Any hel
