Windows 10: Screen keeps moving up and down.

Hi, I recently reset my pc to windows 10 and it suddenly started glitching out, the computer screen keeps moving up and down and the top part of the screen is also visible under the taskbar.. please help me!! And if you zoom into the picture, you can see that the cursor also glitches after being pulled under the taskbar.. please help asap

Moving the taskbar

You can customize your taskbar to pin your favorite apps to it, move it to where you want to display on your screen, and specify how taskbar buttons group together when you have more than one window open. To address your question, we suggest
that you follow these steps on how to move your taskbar to a different location on the screen:

• Open Settings and choose Personalization.
• Select Taskbar.
• Under Taskbar location on the screen, click the drop-down menu and select
  Bottom.

• Did you check using different browser?
• Have you made any changes to the system prior to this issue?

If not, I suggest you to use a different browser and check if the issue occurs here as well.

If this doesn't work try the below steps and check.

I suggest you to restore the system to the previous point where PC was working normally. To do so kindly follow the below given steps:

• 
  Press Windows + I key and click on Update and security.
  
• 
  Click on Recovery, and click on
  Restart under Advance startup.
  
• 
  In the Windows Recovery Environment, on the Choose an option screen, click
  'Troubleshoot'.
  
• 
  Click, Advanced Options and then click on
  System Restore.
  
• 
  Follow the onscreen suggestion to restore your PC to earlier point.
