Windows 10: Screen keeps reloading on startup

Just after installing the latest update my screen keeps reloading on startup, like a flicker to black then the icons load and starts over again. The task manager remains accessible from shortcut but the screen keeps reloading in the back so there's that but I can't do anything that's advised to check which app is causing this. Great thing this happens before my finals and my computer is my work tool. I will try downgrading to precedent update to see if it changes anything and keep this post updated, thanks in advance for any fix.

Can't get GPU-Z to start with Windows 8.1 startup

I'm not sure how to do that. Could you list the steps for a noob?

 

Device Manager - keeps reloading

This implies that a piece of hardware is continually disconnecting then reconnecting - Device manager automatically rechecks its device list whenever it detects a new item being connected.

Try disconnecting everything you possibly can to try to stop the reloading.
