Windows 10: Screen on and off after starting

Hello. First of all, English is not my native language, so pardon for my bad sentence construction.



Earlier today I plugged my power cord in as my laptop battery’s getting low. Suddenly the screen turns black so I thought that the batt’s really dead. However after successfully logging into my Windows account to get my business done, the screen goes on for a minute then turns black for a few seconds, then it goes on, and off, and it’s like it’s restarting, but it’s not. I dont know how to call this problem but I surely am unhappy with it.



Then I tried to fix the problem by searching the web on my phone. After a few tutorials I did the “shutting-down-power-on” method to “diagnose computer” which led me to “advance troubleshooting” or something like that; bottom line is, I did the Safe Mode. Now here’s the thing: the tutorial I saw from the web told me that the possible reason behind the “on and off” screen is because I might have downloaded/installed an app prior to the incident. And he was right, I installed Instagram for laptop today before it happened. Now being in Safe Mode, I tried to uninstall the Instagram app but it doesnt work. Even if I try to do it in Control Panel or “add or remove app,” Instagram persisted to be there.



I am not a techy person; please help me with it because I have a paper due tomorrow...

I would suggest you to try the following steps:

• 
  Click Start icon and click Settings
  
• 
  Choose Personalization, click on Start
  
• 
  Turn on “Use start full screen”
