Windows 10: Screen shifts and Vivaldi disappears

I have a very strange issue that is lasting several weeks now, not sure what might have caused it. I have two monitors and recently when I open Vivaldi web browser after booting the system everything is the same as the day before. But when I click on another app MS Outlook, but it can be another, me screens sort of shift - you can see the apps and the background including icons to move to the left as if they change their location. But after it the background is the same and correct I am using double monitor background - meaning its a long picture that stretches across the monitors. After

Also check that passwords are not being cleared [CRTL+SHIFT+DEL]

You just need a Skylake CPU and ThrottleStop, once turned on speed shift you can exit the software as unclewebb said above.
