My screen randomly moves in and out like a zoom without my even touching the screen or keyboard. It also flutters a lot, but side to side rather up and down. This started on my surface. Had the zooming happen once before, when Microsoft had a store in a nearby mall. They said the device was overheating when charging and replaced the device. That store closed closed March 2020. The shifting side to side issue never happeded before. Not a scroll, but rapid back and forth, about 1/8 of an inch making screen unreadable. Side to side fluttering not just happening on my surface, it is also happening

Windows 10 infinite restart black screen

The tutorials provided are just a list of troubleshooting steps. Use only the steps which apply to you.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
