Windows 10: Screen Wake Up Animation from Screen Signal Timeout

When I installed Win11, I noticed strange screen wake up from timeout behavior. When the screen wakes up after you move the mouse PC not in sleep mode, just monitors off, the picture shrinks like 10 percent on all sides, then blows back up in a second. It's smooth and seems like it's intentional, but why does this happen? What function does it serve? Id does add a few seconds when someone **** down before you can get working again, which is not a good use of time.Found this where you can disable all animations to resolve this, but that will turn off all start menu animations as well. https:

How to change the Screen Timeout settings

  Right click on the desktop and click on Personalization.
  
• 
  Click on Lock screen
  
• 
  On the bottom of the screen click on Screen Timeout.
  
• 
  Under screen select the Time period accordingly.

Lock screen woes

Setting the timeout for Lock Screen

• Press Windows + I and select personalization.
  
• Select Lock screen.
  
  
• Select the Screen Timeout setting.
  
• Select the time of timeout you need and check.

Screen timeout not working in Windows 10

Screen timeout setting at 20 minutes battery, 30 minutes line power. After setting, reboot and screen does not timeout for 30 minutes when plugged in. Manually put device to sleep, and upon waking, screen timeout is back down to about 2 minutes.
How about fixing this obvious programming error, Microsoft.
