Windows 10: Screen White With Mouse After Factory Reset

My HP / PC Laptop was running weird and had some annoying stuff on it, so I factory reset it. I followed all the instructions exactly and got up and walked away. When I came back, the screen was white with a mouse on it. I tried restarting it one or two times and it would start up into the windows logo and then fade to white, I can move my mouse but nothing else. no sound, options, etc.

Screen blinking white after factory reset...?

So, uh, I decided to factory reset my computer yesterday because it wasn't working really well, and, when everything was finished and I got to see the desktop, there were only two icons on the desktop (Recycle Bin and Microsoft Edge) and nothing besides the keyboard change icon on the taskbar. On top of the missing icons, the screen seems to "refresh" every second; It gets white and then the desktop icons appear as blank files to then actually load, and the mouse pointer just has the loading icon too the whole time, except when the screen flashes white, which makes it so the mouse pointer (no loading icon, just the plain arrow) appears. Any tips? I tried every solution on this post but the recovery drive one; I don't have a device I could use to make one right now.

White screen in safe mode after factory reset fail.

I tried to perform a factory reset, following the proper instructions. It suddenly said it was "undoing changes" about 1/3 of the way through. Now I can't properly reset it or even log in. And on top of that, when I go into safety mode, it just shows a white screen with no interface. My mouse is visible, but I can't do anything with it, and it occasionally flickers the loading icon. What should I do?
