Windows 10: Screenshot for applications in fullscreen does not work the same as in windowed mode

DescriptionI am running a few video games such as Minecraft, osu! and Euro Truck Simulator 2, in fullscreen mode. When I take a screenshot with the "Print screen" or "Windows key + Shift + S" buttons on the keyboard, the screenshot output is the screen at the time when I enter fullscreen, not the moment I capture the screen.I intend that fullscreen screenshots work the same as windowed mode screenshots.Hardware & SoftwareHardwareCPU: Intel Core i5-9400FRAM: DDR3 16GBGPU: MSI GTX 1050-TiStorage: 1TB SATA SSD & 500GB HDDAll of the above hardware are not heavily or fully loadedSoftwareW

Screenshots in fullscreen not working.

Whenever i try to take a screenshot via ctrl+shift+s in any fullscreen game it will just take a screenshot of whatever i have open under that. I have looked and windows + prntscreen does not work for me. I also want to know how to use win+shift+s in fullscreen applications. I have always had this problem and nothing i find online is of use. this is only on fullscreen applications (mostly games)

This should be enough to get the conspiracy theorists suggesting that Microsoft is intentionally crippling multi-monitor support in fullscreen mode since games sold on the Microsoft Store all work in the pseudo-fullscreen mode...

Or it could just be an idiotic bug that will be fixed in time.

Not sure if I need to put the thread here or in software but as of recently whenever I go to fullscreen mode for a video or game, no matter which application the task bar for windows still shows. I never had auto hide on before and until recently never was an issue. This is a short list of apps that this happens in:
Google Chrome version 55 (youtube, netflix, crunchyroll)
Firefox version 50 (youtube, netflix, crunchyroll)
VLC Media Player version 2.2.2 (locally stored content)
numerous games from Steam with the exception of a couple.
As far as I know there were no windows updates and no additional programs downloaded since it last worked as I wanted it to. As stated above I never enabled auto hide as I know this would solve the issue but I find that more troublesome than this bar. I have windows 10 anniversary update. If more information would help fix this issue I would be happy to assist.
