Windows 10: Scroll bar on the right side of my desktop

For some reason a day ago, a scroll bar appeared on my desktop, that i cant interact with, or remove at all. I ran windows antivirus, and it detected a threat which i then proceeded to remove from my computer. But the white bar is still there. What do i do?

TPU review scroll bar

I was wondering if there was any specific reason the buttons to scroll down the list of reviews was stuck in the bottom left-hand corner? Whenever I want to read reviews, I always have to move my cursor and aim it at a small arrow that scrolls the reviews... I'd suggest that instead of making the arrows small and in a corner, it would be better placed to the sides of the review bar.

Something like this (yes, I know it's crappy but it took 5min to make):

What application are you using that the scroll bar is not visible in, or is that in all applications?

If you move your mouse to the right edge of the screen does the scroll bar appear?

Of that is in all applications, at the bottom right of your screen, is the notification icon (square speech bubble) visible?
