hello. i am writing to you because, like many people before me, i am experiencing this problem with this feature. all the solutions proposed before don't seem to work in my specific case. in a nutshell, when i try to scroll with the mouse in a windows app or in the start menu, this action is only possible with the touchpad of the laptop. my wired mouse is perfectly able to scroll in all programs except in windows settings or in any app downloaded from the microsoft store. do you have any ideas on how to solve this problem?

Make sure that this feature is enabled on your system. If it not enabled follow the below steps to make it enable:

• Go to the desktop and tap on Start menu to look for Settings option and click the same.
• Then click Devices category on the settings window.
• In the left pane, choose the Mouse & Trackpad option. Now, you will see the text
  
• Scroll inactive windows when I hover over them on the right side of the screen.
• To enabled it, just swipe the slider to ON.

Now check for the issue. If it still persists check with a new user account. Follow the below steps:

• In search type User Account.
• Select manage another account.
• Select Add a new user in this PC account.
• Click on Add someone else to this PC and follow the onscreen instructions.

Mouse Settings - Scroll inactive windows when I hover them - Setting not kept

Hi Experts

Running Windows 10 (20H2) I have some issues with the mouse settings and the "Scroll inactive windows when I hover them" option.

When I enable the option it works fine until I restart the computer - then it toggles off again. I have searched some other forums that suggests changing the registry key for Synaptics but that key does not exist.

I can see that the registry key HKEY_CURRENT_USER\Control Panel\Desktop\MouseWheelRouting changes from 0 to 2 when enabled and back again to 0 when disabled. However if I set the value to 2 directly in the Registry the function does not seem to work. For some reason it needs to be enabled through the GUI.

Also I have tried updating the policies in order to see it this was causing the problem but the option state is kept even after updating the policies.

Any ideas on how to keep the option "Scroll inactive windows when I hover them" enabled after a restart?

 

Scroll While Hovering Over Inactive Window

As a workaround, please try the steps below to activate a window by hovering it with the mouse:

• Press Windows key+X, then select Ease of Access.
  
• Under Ease of Access, click Ease of Access Center.
• Under Explore all settings, click Make the mouse easier to use.
• Under Make it easier to manage windows, check Activate a window by hovering over it with the mouse.
