Windows 10: Scrollbar "jump to position" setting?

After 12 years of using macOS exclusively at home and work, my new job requires me to use Windows 10. I'm making the transition (had some experience with it from gaming on my Boot Camp partition), but like they say: it's the little things.

In macOS there's a scrollbar setting called "jump to spot that's clicked" where if you click a location in the scrollbar (not the scrollbox), the page will jump to that position. Super-helpful in, say, an Excel spreadsheet with hundreds or thousands of rows. You can make this the default, or you can trigger it by holding down the Opt/Alt key while clicking.

Whereas in Windows 10 it appears that a click in the scrollbar just pages up/down one page.

Is there a setting or utility that implements a macOS-like "jump to a spot that's clicked" in Windows scrollbars?

Scrollbar jumps too far in music list in 5800

When clicking below or above the scrollbar in a music list in 5800, it doesn't jump one screen-length down or up - it jumps farther, skipping many songs on the way. Is there any menu where this can be corrected?

That's what the auto setting will do since you're over the 1333 mark it jumps to the next step which isn't listed or officially supported I assume by that ram.

At this point though I would suggest dropping the multi one step or .5 so that we can get something stable and possibly take the heat issue out of the picture for now.

To address this concern, we suggest that you follow these steps on how to turn off the Jump Lists on Windows 10:

• Go to Start menu, search Settings, then press
  Enter.
• Click Personalization.
• Select Start.
• Turn off the Show recently opened items in Jump Lists on Start or taskbar.
