Windows 10: Scrolling down freezes Windows 10 randomly

Its seems there is an issue with windows 10. my cursor freezes when i scroll down by using two fingers . i don't know why it is happening . i have done everything like updating windows, deleting the old driver and installing the new one and at the end even i rebooted my system. then also it is showing problem.can you please give me the solution if there is any, except the above one mention. it became a problem in day to day work .thankyou in advance

I had already tried turning off fast startup, to no avail.
Will look at the list you provided, thanks. Hard to do when computer freezes on the Windows loading screen though. *Biggrin
