Windows 10: Scrolling Minimizes My Apps

When I am scrolling down through a webpage or in an app, at random the apps will disappear and then all I see is my homescreen. If I click the bottom right corner right next to the notifications button they'll all reappear. Why does the computer do this? I don't necessarily need help on how to fix it whereas it's not a real problem for me but can someone explain to me just why it does this.

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903

 

images: for ppl that use lots of image apps

image app/site where you can it takes 2 images and auto-puts them side by side into 1 image

there was an image app a long time ago that does this, i've no idea what the name was tho
maybe there's something that is current & better

minimal requiremetns

1. should take a few steps (2 or so steps) just like that prevous app/site
2. app/site needs to have a specfiic feature specifically for this
3. should be free ofc for such a simple thing

since many ppl dont use many image apps, this may be a hard find
