Windows 10: Scrolling with mouse wheel doesn't work in most apps anymore

Hey guys, I've posted this in r/techsupport already with no response, so I thought I'd try again here, since it's actually driving me insane:

For a few weeks now, my mouse wheel hasn't worked the way it should. In some apps where you can scroll vertically, it works just fine, such as Firefox, whereas in others, it doesn't work at all, such as Chrome, VS Code, or Firefox. In these cases, a little "icon" for a lack of a better word, shows up, and vertical scrolling is either completely disabled, or sometimes it even scrolls horizontally. Since I've never had this problem before, I've decided to ask here. Google couldn't help me out, because I had no idea how to even phrase my problem.

Since I've needed a new mouse anyway and I suspected it had something to with my old mouse, I got a new one recently, but the problem remained, so it's probably unrelated. The new one also works without issues on my laptop.

The mouse cursor is edited out in the screenshot, but as you can see from the highlight, it's just above the weird icon.

I'm running Windows 10 Pro Version 10.0.19041 Build 19041

i5-6600 CPU @ 3.30GHz

MSI B150M MORTAR (MS-7972)

and a 8GB RX480

Windows 10 mouse scroll wheel issue

Hi,

There can be numerous causes of the issue that you're having with your mouse scroll wheel speed such as outdated drivers, dirt, damaged cables, and more. To correct such issue, we suggest that you adjust the scroll speed of your mouse wheel using the steps
below:

• Click Start > Settings.
• Go to Devices > Mouse & touchpad.
• Under Choose how many lines to scroll each time, move the slider to the right to make the speed of your mouse wheel faster.

With regard to cleaning the inside of your mouse, you have to contact its manufacturer to get proper instructions.

Microsoft Modern Mouse (Bluetooth) Scroll Wheel not working.

the scroll wheel on my Microsoft Modern Mouse (Bluetooth) stopped working. I have done all troubleshooting steps: system updates, installed Microsoft Keyboard and Mouse Center, disconnected mouse and reconnected. Nothing has worked yet. Haven't yet tried
it on a different PC. Don't have another Microsoft PC. Have a MacBook, but not sure the mouse can work on that. Any suggestions?

 

Windows 10 Magnifier: Ctrl + Alt + mouse scroll wheel does not work

Ctrl + Alt + mouse scroll wheel works on a windows 10 Home etition Version 10.0.16299But it doesn`t work on Windows 10 Entreprise 2016LTSB Version 10.0.1.14393 (last update done)

Can Microsoft say if this functionality wiill be available on ecry Windiws 10 ?
