    After the Win 10 2004 update was installed, I could not search in File Explorer or Outlook. I could not start Windows Search in services.msc, showing Error Message: "Windows could not start the Windows Search service on the Local Computer. Error 21: the device is not ready." The Search and Indexing Troubleshooter said "Incorrect permissions on Windows Search directories".


    Download and running “ResetWindowsSearchBox.ps1” did not fix the problem. I did 3 calls with Microsoft Support that did not fix the problem including downloading and installing Win10_2004_English_x64.iso.

    In the Event Viewer, I saw Event 1006, Search, that said: "The Windows Search Service has failed to create the new search index. Internal error <1, 0x80070003, Failed to create application directory: E:\Search\Data\Applications\>. " I do not have an "E" drive, so I inserted a USB drive which became "E". As soon as I inserted that, Indexing began and now Search works in File Explorer and Outlook.

    I suggest you to follow the steps below and check if it helps

    • Press Windows key + R.
    • Type Services.msc In the search box.
    • Select Windows Search
    • Restart the services and set the service as Automatic
    If the issue persist try performing Rebuilding Index again.

    To rebuild the index follow the steps below:

    • Open the Control Panel from the Start menu.
    • Open Indexing Options in the Control Panel.
    • Select the Advanced button in the Indexing Options window.
    • Select Rebuild in the Troubleshooting section of the Advanced Options window.
    • Select OK when it asks if you’re sure you want to re-build the search index.

    • Open Control Panel.

    • Click Properties.
    • Click Advanced.
    • Click the checkbox beside Allow files in this folder to have contents indexed in addition to file properties so that a check mark appears.

    • Click Apply.
    • Click OK. A window with a progress bar will pop up as the folder is indexed.
    • Click OK when the indexing progress is finished.

    After doing the steps provided, kindly try to use the search feature again.
