Windows 10: Second display constantly stuttering/turning on and off in Windows' 'Second Screen Only'...

I have been having this issue in Windows both 10 and 11 Professional for years where setting the projection settings to “Second screen only” results in the second display constantly turning on and off and/or stuttering dependent on video card, it seems. It looks like something is causing the PC to constantly try to look for the primary monitor, as the display settings refresh in a way where settings for the primary monitor briefly appear and disappear, which I found out when I tried this recently on an AMD graphics card. I have tried this on both Nvidia and AMD cards on the latest drivers

• what is the exact issue that you want us to help with? Do you want to get help in projecting a second screen or to remove the popup?
• As you've said " I tried unsuccessfully to project a screen", do you wish to project a second screen currently?
• What happened exactly when you tried to project a second screen? Did you receive any error message or any error code?

The popup comes as the system might not be able to detect the monitors. I suggest you to update the Display drivers, it may force the system to detect the available monitors. Here is the steps:

• Press “Windows + X” and select Device manger.
• Locate the driver and expand the driver icon.
• Right click on the driver icon and click on Update.

Returning Windows to Second Screen

Let's try to isolate the issue and see what is preventing you from using Windows to second screen. Kindly provide us the following information:

• When you turned on your computer, does it give you an extended display for both monitor screen and your laptop?
• Is your monitor screen already connected to your laptop before turning it on?
• What cable are you using to connect your second monitor to your laptop?
  
• What troubleshooting steps have you tried?

 

Stuttering Every Two Seconds

Every two seconds I get a stutter, the mouse freezes and then jumps forward. Audio stutters, games stutter, everything stutters very briefly (on the order of milliseconds) every two seconds.

This happens every two seconds like clock work. It happens on windows, it happens in browsers, it happens in games.

I've tried updating all the drivers I can find. I've tried a System restore to last month even though the problem just started today. I've tried closing out of programs and disabling various tasks.

I've tried various checks and all come back clean:

• sfc /scannow
• DISM.exe/Online /Cleanup-image /Restorehealth
• CHKDSK /f

Please help!
