Windows 10: Second monitor going offscreen.

I have a Coby TFDVD1595 for a second monitor- it's not exactly the optimal quality, but it should work as a monitor and i just wanted a second display. It has a resolution of 1366X768, but i can only set it as 1280 x 720, 1280 x 1024, and 1600 x 900 (there ARE other resolutions but im trying to show that 1366 isn't avaliable, those are the options avaliable close to it). I'm using Ryzen Vega 8 integrated graphics. I tried updating it's drivers through control panel and through Ryzen's update tool.



The issue, simply put, is programs go off the top of the screen when in fullscreen, and so i can only see ~half the program. Does anyone know what exactly might be the issue?

Issues while installing a second monitor in Windows 10

Really? I get a canned answer and nothing else? I posted that I had tried everything that I could find posted online. I did read the post that Andre suggested multiple times prior to posting this request for help. None of it helped.

My computer does not recognize that there is a second monitor is plugged in. The small step of changing the settings so I can put stuff on the second monitor ISN'T the issue. I am not that dumb. in the device manager there is only the single monitor listed
at one point there was a unknown device listed but my computer did not know if it was a monitor or a printer.

There has to be someone out there that knows how to fix this

Auto-hide taskbar on second monitor only.

Please let us know which build are you currently in?

If you are in build number: 14342, I suggest you to follow the steps below to
hide taskbar on second monitor and check if it helps:

• 
  Right click on the Taskbar and Go to
  settings.
  
• 
  Click on the taskbar option.
  
• 
  Under Multiple displays you can turn off the option for
  Show taskbar on all displays.
