Windows 10: Second monitor is frozen, but I can still move my mouse around.

I have noticed a new issue where my second display is frozen, however I can still see my desktop and move my mouse around, but I am unable to click, drag any windows, or do anything. So all I see is my desktop and taskbar and my mouse moving but nothing else moves. If I drag a window over to my second screen, nothing changes and the window disappears as I drag it over.


This update seems to have started recently after windows update kb4493509. No other drivers or anything have updated since then.


I have already tried sfc /scannow and it did not detect any issues. (Windows 10)

Restarting the computer seems to make it work for a bit but then it stops working again.


What is causing this!? Very frustrating.

Second Monitor Screen Frozen after Update

I have an ASUS Zenbook UX31E. It had Windows 7 pre-installed. I have an ASUS docking station and connect a keyboard and second monitor which is a 19 inch SyncMaster 2023 by Samsung. I bought it in 2009 and it’s not a widescreen, so I have to compromise with the resolution, but it’s fine. My mouse via USB key is Microsoft Arc Touch.
Three days ago I updated to Windows 10 and everything was working well until yesterday. Both screens froze, neither the mouse nor touchpad worked. The cursor was blocked. I think it rebooted. Still unable to log-in. After a few reboots I could log-on with my laptop which is now working normally. The problem is the second monitor. It’s still showing the log-in screen and a frozen blue dot. The cursor doesn’t show and the mouse doesn’t work on it. I’ve disconnected and reconnected. I’ve rebooted loads of times. I’ve disconnected everything, router, docking station etc.etc. Still nothing. The same frozen screen reappears.
When I go via Control Panel to display, the second monitor is not there. When I go into devices and hardwear, it’s not there either.
I’m prepared to buy a new monitor if I was sure it would work as the current one is from 2009.
Any suggestions on how to fix are welcome.

Unfortunately it's not that. My installed driver is a newer version.
