Windows 10: Second Monitor is "Inactive"

So I recently scored a 2nd 4k monitor. And it is connected via displayport. Randomly, the screen will turn off. It shows up in nvidia control panel and the checkbox to enable it will turn grey and uncheckable. In windows settings will say it is "inactive". I have tried reinstalling the graphics drivers and reseated the gpu and ram. I am really at a loss what the cause could be. Unplugging and replugging the monitor POWER cable (not DP cable) fixes it for up to a few minutes and it does it again. I have ordered a new power cable and it did not fix the issue. It also has this issue on HDMI but it does it differently, like it'll stay on, then completely disconnect from the monitor. I've tried different cables and ports and seems to work with my pi 4 as well. I fully power cycled all my monitors and PC several times. So I deduce this is an issue with Windows or my PC. Any help on the matter is appreciated. Trying to extend the desktop leads to "The display settings could not be saved"

Second monitor screen resolution problem

Hi,

For us to properly isolate the issue with your second monitor screen resolution, we would like to know the following:

  Were there any changes made on your computer prior to the issue (e.g., updates, software installation)?

Issues while installing a second monitor in Windows 10

Really? I get a canned answer and nothing else? I posted that I had tried everything that I could find posted online. I did read the post that Andre suggested multiple times prior to posting this request for help. None of it helped.

My computer does not recognize that there is a second monitor is plugged in. The small step of changing the settings so I can put stuff on the second monitor ISN'T the issue. I am not that dumb. in the device manager there is only the single monitor listed
at one point there was a unknown device listed but my computer did not know if it was a monitor or a printer.

There has to be someone out there that knows how to fix this

Laptop Monitor Inactive

I recently updated Windows on my Microsoft Surface Book 2. Now, when I plug in my second monitor, my laptop display becomes inactive. I have tried everything, and I can't get it working. If I unplug my second monitor, the display on my laptop becomes
