Windows 10: Security Info Replacement Still Not Allowing Me Access to Windows

I cloned my jump drive a little over a month ago. When reinstalling it, I was locked out of my Windows account because I had an outdated phone number associated with my account. I had to wait 30 days to change it and although it was successfully changed, I still can't access it. I created a new password but still no go. I can sign into my MS account for Outlook but not for Windows. I'm desperate as I haven't been able to access my computer in over a month.

Hacked: Change security info

I followed the steps and thats how I managed to reset the password on him/her, but when I go to account setting to remove their email it says:

"You can't access this site right now

This site requires a security code to sign in. When your security info updates on 1/3/2019 you will be able to access this site. You can still access sites such as Outlook and Skype that don't require a security code.

On 12/4/2018 you requested that your security info be replaced.

Current security info

Alternate email: *** Email address is removed for privacy *** "

That alternate email is also the hackers, so I cannot cancel the security change. When I try, it asks to send an email code to it.

Windows Firewall - how to allow access

I believe that my firewall is blocking access to Family Tree Maker / Ancestry / MacKiev SYNC - I can't see any reference to any of these names in the allowed list ....

I can't see any way of adding to the allowed list

Any suggestions ?
