Windows 10: Security update error code 0x800711c7

XML cannot be displayed cannot view XML input using xsl style sheet. How do I fix this. Can anyone help me please. Thank you

Unable to upgrade windows 10 1803/1809 to 1903 0x800711C7 Error

today clean installed win 10 1709, turned on device guard in local group editor, windows has been updated to 1909. I turned off device guard and returned to the previous version (1709). I turned on virtualization based security in local group editor. Windows has been updated to 1909. I turned off virtualization based security and returned to the previous version (1709).
I turned on device guard and virtualization based security (each in local group editor). Windows has not been updated (23% updating, restart, rollback and 0x800711C7 error). It looks like these two functions are biting but when I turned off device guard, and virtualization based security windows has not been updated to 1909.

New Scenerio
I clean installed win 10 build 1709, updated to 1809 and next updated to1909 and this is process has finished success.
Next step was downgrade from 1909 to 1809 and turned on Windows Defender Application Control (knows as Device Guard) and I tried again update os. This operation finished failed ( error code 0x800711c7).
Next step I turned off Device Gaurd and tried update again. Operation is failed, the error code is the same.

I am 100% sure that the device guard function has an error, because once enabled, it is visible to Windows forever. This results in update errors and probably the entire domain environment will be reinstalled and reconfigured. For environments where hundreds of hosts work will be a challenge.
