Windows 10: Selecting F4 or 4 will not let me access Safe mode

I am trying to clean install windows 11 from usb and got stuck with Other Users sign in Screen. image attachedThen I am trying to bypass this by following the youtube link attached to try going into safe mode but selecting F4 or 4 will not let me access Safe mode.It just restarts and return at the other users sign in screen.Please help thanks.https://www.youtube.com/watch?v=lKSNKqoKUe8

Before we proceed, I would like you to provide the information stated below:

• Are you accessing the startup menu via Windows Settings or by inserting the Media Creation Tool?
• Have you tried selecting other options in the Startup Menu?

For now, I suggest that you try logging into Safe Mode from the option given below and check.

• Tab on Windows button +R to open Run Command.
• A dialog box will open type msconfig
• Locate and select the Boot tab and select Safe with Minimal
  as option.
• Restart Computer

To return to normal mode, follow the above steps and uncheck Safe, reboot the computer.

Selecting F4 or 4 will not let me access Safe mode

In the startup settings menu to select safe mode press f4 or just 4. It does not work, system will not let me select anything, ctrl+alt+del doesn't work. Only thing that I have got to work is by pressing the power button. Anyone help me enter safe mode?

You can start Safe Mode in Windows 10 from Settings. To do so, kindly follow these steps:

• Press Windows + I on your keyboard to open Settings. If that doesn't work, select the Start button in the lower-left corner of your screen, then select Settings.
• Select Update & security > Recovery.
• Under Advanced startup, select Restart now.
• After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options > Startup
  Settings > Restart.
• After your PC restarts, you'll see a list of options. Select 4 or F4 to start your PC in Safe Mode. Or if you'll need to use the Internet, select 5 or F5 for Safe Mode with Networking.
