Windows 10: Selling laptop so need to delete all user accounts

I am selling an old laptop. I have removed all the user accounts except admin, but would like to remove this too. Is this possible?? Also having done a reset, my one drive directory is still showing in documents and it is asking me to sign in. I thought this would all go witha reset. I chose the option to remove all files and clean. Can anyone explain this please.

Deleting User Accounts

If you can access the admin account through safe mode then all you have to do to remove the other account passwords is go into User Accounts in the control panel and either delete the accounts or, I'm not sure, remove the account passwords.

 

Attempts to delete account result in freeze.

I'm trying to remove a user account off a Toshiba laptop but each time I try to delete the account, the User Accounts thingy freezes. Any ideas on how to delete the account?

 

Selling Laptop - How To Remove My Account?

As the thread title suggests, I am in the process of selling my laptop and need to remove my account before sending it off to the new buyer.

I thought all I needed to set up a new admin account, log in to that and delete my account from there but the account set up (for the new admin account) keeps asking for an email address or phone number.

Any suggestions on how to do this would be appreciated
