Windows 10: Service host using up insane amount of bandwidth.

I've looked through countless threads but can't find anything that fixes my issue. The Service Host task on my pc is using up an insane amount of bandwidth, the network usage is at a constant 30mps and it's using about 1gb of data per minute, I've done extensive scans on my pc, I've started my pc in clean boot status to see if anything changes and it's the same, my pc is completely up to date with no updates running. Some help would be greatly appreciated!

Windows 10, new computer, Service Host: Local System uses all household bandwidth for minutes at a time

I just purchased a new computer. It sits on a 1.5 MBPS DSL line, unfortunately. Every so often, the Service Host: Local System uses the entire bandwidth of the household for minutes at a time (10-45 minutes). As BulldogXX pointed out, Service Host is
a shell. When I expand it, the resource monitor does not indicate what sub-process is using the bandwidth. Is there a way to determine the offending sub-process? Is there a way to throttle the bandwidth Service Host uses to enable the network to be used
for other things? Or is there a way to suspect Service Host until a more convenient time? OR is there a way to schedule it to run at a more convenient time?

Any suggestions are appreciated,

My internet is running slow because the service host consumes all of my bandwidth. I have tried disabling background intelligent transfer service, I also tried to download and install feature update to windows 10 1703. The download
was finished but the installation keeps on failing. Please help thank you.

 

Insane RAM spikes from Service Host: Diagnostic Policy

Guys I'm not even kidding.... I just did a CLEAN install of Windows 10. Absolutely NOTHING installed on the computer EXCEPT drivers from Lenovo's website and Chrome.

UPDATE:

I just clean installed W10 AGAIN from a USB drive with 1909....


This time, I just clicked "next" on every popup during setup and didn't even install drivers yet.... and guess what.... It's still happening!








This is obviously an issue with Windows 10 1909/1903/1809/1803..... Not a hardware or driver problem.
