Windows 10: Set Up Windows 11 From My Image for Another Person to Activate?

My spousal unit has a licensed, full version of Windows 11 Pro x64. From that machine, he downloaded a Fresh Start copy of the OS. He'd like to put that image on another machine, not activate it and send the new machine to a family member. That person would then buy a license to activate that already installed version. Is that allowed? Can he install the image he has, connect it to the internet, fully update and prepare it for that other person without activating and ship it off for them to handle?We're worried that their might be a serial number for his licensed version that will trave

• Right-click your mouse on your desktop.
• Click on Personalize.
• Select Colors.
• Click on High contrast settings.
• From the drop-down menu, select None.
• Click Apply.
• Reboot the PC for the changes to take effect.

• Press “Windows key + R” and type “slui 4” and press Enter.
• Select your Region/Country.
• Select the Phone Activation option, and hold on for a real person.
