    The behaviour of this API seems to have changed somewhere in the Windows10 path. On previous versions of windows disabling eStats would clear the existing counters. ReEnabling estats then allowed collection of fresh stats from that point on. This no longer seems to work. Disabling and Re-enabling estats does not clear existing counters which retain the previous values. Is this by design or is it a bug.
