Windows 10: Setting app continues to crash and desktop background is barely controllable.

I want to use Settings to regain control over my desktop background which has been on a tear for the last 3-4 months. I managed to recover a bit of control by playing with some W10 caches, but I am still locked out of most settings functions. This is not my first rodeo - I worked as a systems engineer for IBM in the 60's & bought my first Imsai CPM 80 machine in the 70's. I have tried EVERY fix on the web, and I am not alone in this, from simple scans to multiple instructions issued at the cmd line level. I even downloaded and re-installed W10 - all to no avail. We understand that you don't want some apps to run on the background of your computer. What we suggest is to
control which apps are allowed to run in the background. To see which apps have permission, just follow the below steps:

• Open the Start menu or Start screen and select “Settings.”
• Click or tap the “Privacy” icon in the Settings.
• Scroll down to the bottom of the list and select “Background apps.”
  
• You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.

Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
the background.

   • Open the Group Policy Editor by typing gpedit.msc in the Run dialog (Windows + R).
     
   • Navigate to User Configuration > Administrative Templates > Desktop > Desktop and check for any policies related to background settings.
     

If these steps don't resolve the issue, your IT department will be the best resource for further assistance, as they can directly access and modify the settings on your business computer.

• Press Windows Logo Key + I. Then click on Personalization.
• Click on Background to change it.
