Windows 10: setting doesnt launch in my window 10

my window setting is not opening I don't know what to do with it, not even I am able to update it? please help me out;

Try this workaround

• Open an Elevated Powershell prompt by pressing the Windows Key, typing Powershell, then pressing Ctrl+Shift+Enter
• Paste the following command into Powershell and execute it:
  
  Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
