Windows 10: SETTING DOESN'T LAUNCH

i can't open the settings, everytime i want to open it, it will just appear for a second then after that it's automatically disappear. how will i fix it?

Follow the steps to Run DISM Commands:

1) Press Windows + x on your keyboard.

2) Select Command prompt (Admin) to open Administrator Command Prompt .

3) In the Administrator: Command Prompt window, type the following commands. Press the Enter key after each command:

dism.exe /online /cleanup-image /scanhealth

dism.exe /online /cleanup-image /restorehealth

i ve tried everything:with atiflash from dos,winflash.step by step with bios powercolor hd 6970 from the database.
nothing,doesn´t work.any suggestion????
