Windows 10: Settings App Not Opening, reverting to 1803 fails (1809, tried all options)

I've tried sfc.

I've tried DISM.

I've tried CHKDSK.

I've tried creating a new user account and giving it admin privelages.

I've tried all the different Get-AppxPackage commands I can find relating to it.

After Installing Windows 10 1809 update, keep this in mind I installed it TWO MONTHS AFTER RELEASE, the Modern Settings app will not launch. Not through Win+I, Not through any button linking to the settings app or any specific part of it, not through elevated console, nothing.

Just shows the window with the gear icon and immediately closes.

When I try to run it through the elevated command prompt I get the following output, which tells me it's failing before it starts;

I don't think it matters, but I'll also post my system specs;

WD Black 256GB NVMe Boot drive

I've had nothing but bad experiences with people in Microsoft Answers in the past, but I'm giving you guys another shot.


I don't have an error message from failing to revert to 1803 yet, but as long as I can get my settings app working again I don't care.

Mail app will not open on 10041.

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

 

E71 not remembering options set in the App Manager

Hi,

I am having the same problem. My phone always asks me for permission for the app to use the network to send/receive data. I have tried your suggestion of opening the app and still can't find anything in options to allow me to change this. Sorry if I'm being
a bit stupid but could you list the steps you would take to do this.

In response to your query, please be informed that Windows 10 is in the list of supported operating system for Modern Reader. Also, the swipe from the right option is for Windows 8 and 8.1 therefore, that step will not open the settings. However, most
apps have their own settings, therefore, I suggest you to look for a gear icon in the app and check if you are able to find the option you are looking for.
