Windows 10: Settings crashing and action center not working

A day or two ago my notification center stopped working. It is blank when it actually opens and closes after a few seconds. The main issue seems to stem form the background setting which allows for apps to run in the background, however the issue now is that whenever I open settings a select the background settings it freezes and then closes. All other settings are working fine. Unsure if relevant but one fix I tried was renaming the UsrClass.dat file. Tried multiple things now and nothing has helped. All threads seem to be from 2018 when windows had a update that caused a similar issue. My windows is up to date.

Action Center

Let's follow these steps to disable action center:

• Click on Start, type notifications in the search box.
• In the list, select notifications & action settings.
• On the right side, click on turn system icons on or off.
• Turn off action center from there.

Add the Touch Keyboard Icon to the Action Center

Adding the touch keyboard on the items in Action Center is currently not available in Windows 10. However, you can change the settings to automatically show the touch keyboard when you use the device in tablet mode. If you'd like to do this, you can
follow these steps:

• Click on Start.
• Open Settings.
• Select Devices.
• Go to Typing.
• Under Touch keyboard settings, switch on Automatically show the touch keyboard in windowed apps when there’s no keyboard attached to your device.
