Windows 10: Settings icons are red rather than blue

Discus and support Settings icons are red rather than blue in Windows 10 Software and Apps to solve the problem; I am helping a Windows 11 Home 23H2 user where the various Windows settings icons are showing in red rather than blue.     I am helping a Windows 11 Home 23H2 user where the various Windows settings icons are showing in red rather than blue. This happened quite suddenly with any known user interaction.For example, in the partial screen shot below, on the target machine the background to Check for Updates along with the Get Latest Updates switch is bright red rather than the usual blue depicted here.This colour change is widespread among the various Windows settings.Help would be appreciated.

    You need to go one step further...

    Settings >Personalization > Start, then click as shown by the RED square...

    I would suggest you to hover the mouse on that blue earth icon to know the name of the application.

    If you are able to identify that application name then, I suggest you to check if that application is present in the
    Programs and Features. Follow the below steps:

    • Right click on the Start button and select Control Panel from the list.
    • Click on Programs and Features.
    • Check if that application is present.
    Also, check if that application is present in the Apps & features from the following steps:

    • Press Windows + I keys from the Keyboard to open the
      Settings.
    • Click on System and click on Apps & features from the left pane.
    • Check if that application is present.

    Settings icons are red rather than blue

    Red and Blue dots appearing on second monitor

    After a long time, I have managed to solve this problem. I just switched back and forth from Full HD resolution to the resolution of the monitor and voila, the problem was solved.

    Follow the steps below:

    1. display adapter settings

    2. display adapter properties

    3. click list all modes

    4. Now just click the highest resolution in the list (i tried both 32-bit and interlaced) and apply it. After a while, switch back to the original resolution of your monitor (In my case it was 1360X768) and the red/blue dots will disappear.
