stop mouse autoscrolling arrows in Windows 10

Hi, I've recently started using Windows 10 on a PC with a touchpad. I don't use the touchpad, I use a USB mouse. However, I've found that when I scroll on an internet browser with my USB mouse wheel, the
pointer keeps changing to up & down arrows with an nearby circular icon of up & down arrows, like a scrollwheel. This then starts moving the page up or down automatically without me doing anything. It's very annoying.

I would like to know how to turn this weird unwanted scrolling off so I can just use my mouse like a normal mouse, with a pointer which stays as a pointer and only moves when I move it. I don't; want to
see my pointer turn to arrows or a scrollball appear next to it

I've tried searching for a solution and have found nothing of use, which surprises me as I doubt I'm the only person in the world who's annoyed by this setting.

To avoid anyone telling me things I've already tried, here:

    - There are mentions of disabling various mouse/touchpad settings, but all of the settings mentioned do not exist in my Windows 10 settings
    in Control Panel or Settings.

    - If I go into Settings / Devices / Mouse, there is only one option related to scrolling, where I can adjust how many lines are scrolled. In Additional Mouse Options, there is still
only one option related to scrolling, where I can adjust how many lines are scrolled.

    - Meanwhile, in Settings / Devices /
Touchpad, there is only one option related to scrolling, where I can set scrolling down or up if my mouse goes down. The Additional Settings just takes me to the Additional Mouse Options.

    - I've found mentions of turning off "Scroll inactive windows when I hover over them". But this is already off.

    - I've found mentions of "autoscrolling" and a suggestion that if I depress the mouse wheel it will stop. But it doesn't stop.

    -
I have uninstalled and reinstalled the mouse driver. This made no difference.

    - I've gone into Registry, created 'MouseWheelRouting' and set default value to 0. This made no difference.

The scroll arrows & scrolling wheel icon appear in Microsoft Edge, in Firefox, and in Opera so I assume it's a Windows 10 setting. It doesn't happen in Microsoft Word.

I assume it must be possible to turn off this annoying autoscrolling feature so any useful help will be appreciated.

    Thanks,
