Windows 10: Settings sync not working on third PC with Windows 10

Dear all,I am trying to sync my settings to an additional PC running W10 home. The sync settings are all set normally and I have run through all steps in this link at least the ones that were still current. No settings are being synced on the new PC. I have rebooted several times. Two PCs which I have owned for a while have no issues with syncing settings.Any advice would be greatly appreciated.

Stop Windows 10 syncing keyboard settings

I suggest you to Turn off the Language preference and Ease of access Sync settings and check if it helps. You may follow the steps below and check if it helps:

• Press Windows key and then type Sync your settings.
• Turn off language preference and ease of access.

Sync My Settings Not Syncing

I had a problem previously related to my sync setting being greyed out. Now i have my 2 pcs logged in with a online Microsoft account, all the sync settings are turned on with both pc's. Still it does not seem to be syncing. Any suggestions guys?
