Settings won't open after I changed language settings Windows 11

Hello.I just received a new ACER laptop. I live in Japan so I needed to change windows to english. I did so, the computer reset, and when I tried logging back in putting in my pin, it would take me to a black screen. I tried opening and closing the laptop and re-entering my pin and the same black screen would appear. I then used the power button to turn off my laptop, that is when japanese writing came up with a percentage. I tried translating it and am pretty sure it was saying something like don't turn off your computer yet and that its 30% complete. But since I hit the power button, the c

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

And, sort of the same here --> Add a language or keyboard

Quote from above MS web page:

Spoiler Download and install language packs
You'll need to download the language pack if you want to make a language your Windows display language (that's the language you see most often in Windows and apps).
    • Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
(If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)
    • Tap or click Time and language, and then tap or click Region and language.
    • Tap or click a language that says Language pack available underneath, and then tap or click Options.
    • Tap or click Download. The download process might take a while, depending on your PC and the size of the language pack.
If you want to make this your display language, see the next section "Change your Windows display language".
    Change your Windows display language
To change your Windows display language (that's the language you see most often in Windows and apps), first add a language, download and install the language pack, and then follow these steps.
    • Tap or click the language that you want to set as your display language.
    • Tap or click Set as primary to move the language to the top of the list. If the language can become your Windows display language, you'll see Will be display language after next sign-in appear under the language.
    • Sign out and then sign back in to finish.
And here is some more info --> Add Language Packs to Windows

      Time & Language.
    • Select Region & language.
    • Then click Add a language.
    • Window shows languages that are available to be installed.
    • Choose your preferred language.
    • On the Time & Language screen, you’ll see any languages you have installed.
    • Click a particular language and hit Options and then click
      Download
to download the language pack and keyboard for that language.

To change the Language of Welcome Screen and New User Accounts
    follow these steps:

    • Open Control Panel.
    • Click Region.
    • On the Administrative tab, click the Copy settings
      button.

Change WIndows Update language set via hidden account

    Hi Lee,

Thank you for writing to Microsoft Community Forums.

We understand that the Windows Update messages are shown in Hungarian, we will look into this for you. However, it would be great if you can reply with the details requested below:

    • What is the Windows display language that you are using currently?
    • Do you have Hungarian language pack installed on the computer? To check go to
      Start >> Settings >> Time & language >> Language.
    • How did you set English language for all the admin and users?
    • Which version and edition of Windows 10 is installed on the computer? To check type:
winver in the search bar on the Taskbar and hit
      Enter.

As you have mentioned that the PC was purchased in Hungary, it could be possible that the computer’s default language is set as Hungarian. We may try the steps mentioned below and see if that helps.

    Method 1: Change Copy Settings

You may want to check the Welcome Screen settings in Copy Settings and see if that helps. Refer the steps mentioned below:

    1. Press Windows key + I, to open
      Settings
      .
    2. Click on Time & language and click on
      Language on the left pane.
    3. Now, click on Administrative
      language
      settings on the right pane.
    4. Click on Copy settings.
    5. Now, under Copy your current settings to, select the checkbox for
Welcome screen and system accounts and New user accounts.

    Method 2: Uninstall Display language

If the issue persists, we would suggest you to refer the steps mentioned below and try to uninstall the Hungarian language:

    1. Press Windows key + R, to open
      Run
      dialog box.
    2. Type lpksetup and click on
      OK
      .
    3. Click on Uninstall display language.
    4. If you find Hungarian language pack installed, click on it and click on
      Next.
    5. Follow the on-screen instructions to uninstall the language pack.

    Let us know the results.
