    Setup blocked - Visual studio installing


    Hi,
    I installing Visual Studio 2013 on windows 10 but when I start setup program, It said me Setup Blocked.
    Under this is ,,Windows Program Compatibility mode is on. Turn it off and then try Setup again." Full window you can see on screenshot. I try all methods on internet, but nothing help:
    1) Properties>Compatibility - here is all unchecked, so no problem here.
    2) Compatibility Troubleshot> I tried everything here, but nothing help.
    3) Regedit> Here I tried both methods (CURRECT_USER and LOCAL_MACHINE) and same like everywhere any help...

    Do you have some idea to help me ? Thanks.

    I installed Windows 10 Pro OS and cannot install VS 2017. It gives a message saying " Power shell has stopped working"
