Windows 10: Setup has detected that the file 'C:\Users\Dave\AppData\Local\Temp\VSDE9DE.tmp\SQL Server...

I keep getting this error when attempting to install a program.


Help please

unable to create the directory "C:\users\tom\appdata\local\temp\*.tmp


trying to install visual studio code and this message pops up immediately.

"Setup was unable to create the directory "C:\users\tom\appdata\local\temp\*.tmp"
error 5 access is denied

I tried taking ownership at appdata point but still no go. Is there some permission or other problem I may be overlooking?
Visual Studio Community installed like a charm.

What is the location for 'your' Temporary Internet Files:

Start Internet Explorer.

On the Tools menu, click Internet Options.

On the General tab, click Settings.

Click Move Folder. [move only if not set to default, or you need to move to another drive]

Click the folder you created in Step 1.

Click OK, click OK, and then click OK again.

To check your values -> in cortana type 'Advanced System Settings' (click on the best matched results)- Advanced Tab - Click 'Environmental Variables' button - make sure your TEMP and Tmp show the variables above.

After changing the 'Environmental Variables'->Reboot.

Run a Disk Cleanup with all the boxes checked in the final dialog box.

Remove the temp folders/files in the root C:\.

Is your data backed up with FileHistory, OneDrive, or something->

W10 stashed TEMP folders inside windows.old - how to proceed?

Where do the variables TEMP and TMP point
set

TMP=C:\Users\Dad\AppData\Local\Temp

If you see anything in your list that points to C:\windows.old
Please post that information.
