Windows 10: setup loop windows 10 HELP!

i reset windows 10 all went fine except im stuck in a loop on the welcome setup page i complete everything and it starts over to the begining again there is an error message something went wrong OOBEZBD try again or skip this warning message shows up randomly OOBEWELCOME OOBEKEYBOARD when i have tried multipal times and in safe mode same loop

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
