Windows 10: Setup new PIN requires Internet connection but I can't connect

I recently had to swap my motherboard and CPU due to a hardware issue, and Windows 11 is now asking me to "Set up my PIN". It states my PIN is no longer available due to a change in security settings on the deviceHowever, this requires an Internet connection and I am unable to get the machine to connect to the internet. The Internet icon in the lower left corner only shows Airplane Mode when I click on it. This is a purchased copy of Windows 11, not an OEM license. Any help would be greatly appreciated. Thanks!

Are there any new games that dont require an internet connection, either to install or to play?

That's odd that you can't connect; there must be an incorrect setting somewhere. Your ISP shouldn't require the MAC address for a connection, that would lock you in to one modem at a time. I've certainly never seen a British ISP require this.

Best bet, go to walmart/best buy and see what they have for sale in the shrinking games section. Ensure the requirements dont say jack about an internet connection.

Should look into getting some new internet tho, the future of pc gaming is in digital downloads.
