Windows 10: Severe issues with joy.cpl and rundll32 hangs

    Severe issues with joy.cpl and rundll32 hangs


    Trying to open " Setup" via control panel, or through a direct Run - joy.cpl leads to a 5-7 minute wait for the Game controllers window opening.

    Clicking away from it once it finally opens leads to a "Not Responding" status for at least 45 seconds.

    Closing it leads to the Event Log entry below, found in Windows Log/Application

    There are also 303 events recorded in Windows Logs/Security 9 seconds later
