Windows 10: Shaking screen and non responding applications.

Hi community, I am shivam kapoor I am facing an issue that ,while working my laptop screen starts shaking and at that time apps don't respond , applications doesn't respond and Ddue to this problem I suddenly have to stop my work . please help me.

Shaking Screen

Since the recent update of windows 10 i.e. 1803 I have been facing an issue in which my screen starts shaking all of the sudden according to my observations I have noticed that shaking of the screen begins whenever I watch a video in Google Chrome Web
Browser please suggest me how to fix this issue as this is very annoying.

Never have I faced this issue in any of the previous versions of Windows also the shaking goes away as soon as I close-open the laptop LID once.

No restart button in task manager

another easy way to kill tasks, download and install Winaero Tweaker(free) and theres a setting to add a Kill non responding tasks using the desktop right click menu. When you place your cursor on the desktop anywhere and right click the option is at the top of the list, Very handy and you dont have to go through all those steps and well Winaero Tweaker has alot of cool Windows tweaks. Just posting a different suggestion, Im sure your ok with what was suggested here.
