Windows 10: Shortcut/HotKey for Application Not Working

I recently learned that I can assign a specific hotkey to open up an application such as "ctrl + alt + s" to open Spotify. However, when I attempt to use the hotkey I have assigned for Microsoft Edge, it will not work. I have to go in, reassign the hotkey, and then, until I shutdown my computer, Edge responds to the hotkey. Nevertheless, when I start it up again the next day, I get no response when using the hotkey for Edge. Any advice?

Hotkeys are keyboard shortcuts that you can use as an alternative to what you typically do with a mouse. You may perform these steps to assign a hotkey to an application, and to a folder and file:

Assign a hotkey to an application:

• Open Start Menu.
• Find the application, right-click on it > More > Open File Location.
• Right-click on the application > Properties.
• On the Shortcut tab, enter the keys you want to use in the Shortcut key box. Windows will add "Ctrl + Alt", however if you'll choose to use a function key or a numeric key, "Ctrl + Alt will not be added.
• Click OK.

Assign a hotkey to a folder or file:

• Create a file or folder shortcut.
• Right-click the shortcut file > Properties.

KEYBOARD SHORTCUT or Hotkey to a folder or drive not working

Maybe it is not possible. I want to find out if it is or is not. I want to use a keyboard shortcut to navigate to a folder location within the "save as" dialog box of applications. I see windows makes it possible to make a KEYBOARD shortcut to an application but not to a folder. I hope to create keyboard shortcuts to my main folder locations and be able to access those folders in an instance from the save as dialog box within applications and also from windows. Anyone know if this is possible ?
Windows offers it but it does not work ? maybe a registry setting ?
