  1. Should I delete HotKeys Listener on my Windows 10 laptop?

Something is causing my laptop to lag. A window popped up saying HotKeys Listener was delaying my computer startup. It lasted momentarily, then my computer started up. Also, apparently, programs are running in the background causing my laptop to lag, but I cannot figure out how to locate them and shut them down. I am not tech-savvy. Should I delete HotKeys Listener app? Do you have any other suggestions?

    :)
